    hi today i found a site that use strange cms i want to know with php structure could i build the site like this http://toonsonline.net

    You can create any type of website with php.

    What you need to do is learn how to use it.
    I can't really think of anything to write here now...

    you can see the especial cms that use for this site i mean how i can have the cms like that , and how i can combine it with php

    It's most probably custom made. It certainly does not use any popular CMS' like Wordpress, Drupal, Joomla e.t.c

    Even with a such a CMS like look, it does not mean that that is one of those open-source CMS'. My bet is that it is custom. You can also customize CMS' like Wordpress, Drupal, Joomla e.t.c to get such a look. You'll need a good front-end programmer of themes and such. You can then expand the Wordpress/Drupal installation using Custom or Ready-made plugins, widgets, social media connectivity and such to bring about a whole-user experience.

    You can get a PHP programmer to do that for you. You should post a job at the Web Projects forum.
