    Swapping Two Layers with one click

    So here is basically what i am trying to do. When clicking on one of the top two tabs (see image below) i want the button set to change as well as the tab over image to stay clicked.

    When you click on one of the buttons, the top tab should stay on, based on the buttons you are on, and the middle image will change.

    Before I added the top tabs, i had page working perfectly here
    (the survival benefit data table)

    Few things that you want to start with:
    a) Tabs is a LIST of BLOCKS
    b) Transitional DTD puts browser in quirks mode that is not worth debugging. It was meant for legacy pages. All new ones should be coded in Strict mode.
