well if just want the page to open in a new window you just put target="_blank", the size and positiong of the window wont be of your control, and the window will be in the state of the default appearance of the browser. so <a href="url" target="_blank"></a>

if you want the window in a specific, size, place, or with specific properties, you would have to open the new window via javascript, using window.open("url", "id name", "properties")
    an example:

    <a href="javascript: void(window.open('http://google.com/', 'google', 'width=200, height=100, left=50, top=100, toolbar, location, directories, status, scrollbars, menubar, resizable'));">google</a>

you could play with the properties to change those numbers, and to remove some of the single true false type properties like status, scrollbars, location, toolbar, menuebar, resizable

note...!! remove the space in java script, to make javascript
