    Dear God, NO!

    Please, PLEASE don't create webpages in FrontPage...! Frontpage makes the web a worse place to be. Use something else, ANYTHING else, please!

    Open up the actual source code, and place this part in the HEAD section...
    Code:
    <script language="JavaScript" type="text/javascript">
    rom_animationA=new Image();
    rom_animationA.src="images/animation0.jpg";
    rom_animationB=new Image();
    rom_animationB.src="images/animation1.jpg";
    </script>
    ... And this part in the BODY section wherever you want it to show up...
    Code:
    <a href="http://" onmouseover="rom_animation.src='images/animation1.jpg';" onmouseout="rom_animation.src='images/animation0.jpg';">
    <img name="rom_animation" src="images/animation0.jpg" border="0" width="175" height="35">
    </a>
    I hope this helps.
