JavaMenus Recommendations

I am looking for a JavaScript menu for my co-worker's site that will enable him to set the links in an external file so that if he updates the links in the future they will update across all pages on the site. I am looking for the basic drop down javamenu but it must be able to be placed inside a table element so that he can position it easily on the page. The idea is tables as follows:

    Code:
    +----------------------+
banner image
    +----------------------+
navigation menu
    +----------------------+
body content

    +----------------------+
footer
    +----------------------+
Anyway, I know that there are a lot of options out there and I figured you guys would probably know the best of them. I know it can be done using CSS but he is a no CSS guy so...

Please Note: This cannot be CSS-styled and cannot be a paid license or restricted for commercial use because the site although not directly for profit does not meet the requirements of those limited licensing agreements.

Come on fellas I was hoping you could be more help than that. I really want a project to do some suckerfish style menus on but this one ain't that. The suggested site above has licensing problems as well as not really doing what I would like.
