    With just HTML and CSS I don't think you would have enough functionality to make a slider. You would need to add at least javascript.

    When you know what you're doing it's called Engineering, when you don't know, it's called Research and Development. And you can always charge more for Research and Development.

    ...except perhaps if you have a very specific audience whose browser is always updated to the latest
    Try to look for these 2 CSS3's properties: transition and animation.
