What tag can add links to a local picture?

I know "alt =" tag can add a link to the picture on the network, but I want to know, how about local picture?except the way that unload the picture to a free picture zone.

alt= supplies the alternate text for browsers to use if they can't display the image.

To add a link to an image simply wrap the <img> tag inside of <a> </a> tags and specify where it is to link to in the href of the <a> tag.

If you want to add multiple links to different parts of the picture you can use the old fashioned HTML map, or you can 'slice' the image, put it back together with no margin and link to each slice.
