    Problem with header code

    http://www.countyfairgrounds.net/rodeos/inputrodeos.php

    I have run this through both the css3 and html5 validators and the code passed both.
    Howeve you will see the navigation is messed up somehow.
    Now if I put overflow:auto in the #inner at the top the navigation straightens out, however then I have a vertical scroll bar in this division on the right side of the page top above the navigation. Help please?

    Code:
    nav {
        background-color: #B9B9B7;
        border-bottom: 2px solid #400000;
        border-top: 2px inset #400000;
        clear: both;
        height: 32px;
        margin: 0 auto 0 0;
        width: 100%;
    }
