    is it possible to position an image as overlay with just css?

    the current code is for an arrow that places on top of an image in a slider display:

    Code:
    .active-thumb { background: transparent url(images/sel-frame.png)  top center no-repeat; }
    But i want to make it so it is not the background, and it is over the image (i created an alternate color frame which I want over the thumbnail image instead of the arrow on top.
