Hello natedowg,
The bits of code you've shown us should work. Can you post the entire code so we can see what else is affecting your anchor?

Please use the code tags, [code][/code] - available with the # button in the post edit window.
This will wrap your code in a scroll box which greatly helps the readability of your post.

That is valid code and valid CSS, good job by the way , and works as expected here with FF3.5, IE8 and IE7.
All three of those browsers show a green text and underlined home that hovers gray.

Maybe it's a cache issue on your end?

a:link {
color: #218917
}
a:hover {
color: #cccccc;
}
You'd need to add the :visited pseudo too, to get the desired color even after a click on that link, like
Code:
a:link, a:visited {
color: #218917
}
a:hover, a:active {
color: #cccccc;
}

this is related to the cache~~~
u can clear all the cache or in IE8 click the Developer tool there's an option to reset the cache.

also you can add :visit pseudo-class to force the visited links to act as those not visited yet
