Navigation not staying in frame in IE

I am a complete newbie to web design and am just trying to make a basic but presentable website for my business. My one main problem I am having is with my navigation links. In IE they move up and out of the frame. Could someone please take a look at this and direct me in the right direction for a fix. Thanks alot

I have two websites and it happens to both of them:

Then have a try by adding display:inline; to #navigation li

thanks abduraooft. after I played around with the display I was able to make it stop shifting but in firefox the frame is much taller than the height I tried to make it and I cant figure out what is causing this. Anyone have anymore helpful hints?
