    I think I am supposed to use a CSS???

    I want to use a logo.gif and background on all of my pages within my website. Is this done by a CSS? I am not real proficient at CSS but I have been reading up. Is this the simpliest way to accomplish this?

    Yes, it is better to use css for your purpose as it makes it much easier to modify all the pages common features, by just amending the style sheet.

    Yes, you can plug in an external style guide by placing this in your head:

    <link rel="stylesheet" type="text/css" href="css/site_style.css" />
    Inside of that you can define all sorts of styles, one of which is the background of your body:

    {
    background: #ffffff (../images/logo.gif) no-repeat left top;
    }
    You can google "css tutorials" or check out http://www.w3schools.com/css/ to learn more about css and it's capabilities.
