GIMP is a raster graphics editor, for vector graphics I would advise straight out using Inkscape.

If you wish to do all the initial drawing in GIMP, then you can import it into Inkscape and use the bitmap trace tool to convert to Vector.

Creating these graphics is a no-brainer in Adobe Fireworks (and it can do vector graphics). It has been discontinued by Adobe recently but is still a powerful tool that does the job for most things web design, and you can probably still get ahold of a copy for a reasonable price.
