    do anyone know how to make the border on a pic dashed and make the corner rounded off like they are

    You can use the technique here to create the pattern: http://veredgf.fredfarm.com/tuts/dash_box/index.html

    BEFORE step 12 you need to use the rounded rectangle tool. On the left of the options bar there is a drop down arrow and 3 icons of small squares. You want the one in the middle titled Paths. Make your path on your image. After doing that go to the Window menu and select Paths. Under paths you should see Work Path. Right click on this and hit make selection. Now go to the Layer menu and go to New then select layer via copy. This will make a new layer with your rounded corners. Turn off the previous layer of your image. Now continue with step 12

    Here is what I just made following the tutorial and the steps I told you to take.

    but how do i remove the background when i do it i still have the space around it

    You need to crop the image to your liking.
