Exclamation Problem finding file with "action" command

I have a <form> element in one of my html files and the action="" command is supposed to send the textfield strings to a php file that's in the folder used to access mySQL via the localhost. Once the data gets to the php file, it will get put into mySQL. But when I hit the submit button, an error comes up and says it can't find C:/wamp/www/wamp/www/file.php. I have no idea why it's trying to look through two sets of the same files (/wamp/www). With WAMP I thought the file used to access the database was supposed to be in a specific location. The reason I say that is because in the same folder (wamp/www), I have a file called phpmysqltest.php. I made it to test the connection from php to mySQL. When I type the directory into the web browser (C:/wamp/www/phpmysqltest.php) an error comes up saying it can't find the page. But when I change the location to localhost/phpmysqltest.php, then it works.
Is there a way to specify to the action"" command making it open the file via the localhost.
