    KHTML and Windows

Is there any browsers out there for Windows that run off of the KHTML engine?

Actually you can run KDE on most Unices and not only on GNU/Linux.
Konqueror is free software,so you can port it to Windows if you want.Kinda like Apple did,but Mac X is a Unix too and has X so that was easy.Otherwise you can try running it with some emulation software.

Yeah there's plenty of that - I use VMWare to run linux, specifically so I can do browser testing in konqueror.
