Laos (la) top level domain passed of as Los Angeles

The top level domain for Laos is la, but these guys are passing it off as the top level domain for Los Angeles.

    http://www.la/index.php

"LOS ANGELES is the world's first city to be awarded its own unique internet address: .LA. For less than $1 per week, you can secure your valuable name. Don't just tell people who you are, tell them where you are, LOS ANGELES! Search below to find yours now!…"

From what I read there it appeared that .la was never given back to Laos unless some how if you are in Laos and go to that site it tells you to register in Laos or something.

I emailed http://www.la/index.php asking the same question as my original post but they never got back to me even though they say they answer questions within 6 hours, should be an easy answer. I can't see LA being given to Los Angeles, but then I'm not an expert on this.

I find it perverted that they strip the right of a country to have its TLD and pass it off as an American city's for sales.

And if LA were ever given its own domain, it wouldn't be top-level, I don't think. Rather, second level--example.la.us
