I was not aware it was possible to give someone neutral reputation.
Or is this just a glitch?

Neutral reputation is not an option. What is an option is no reputation power.
You need to be registered for a certain period of time in order to have enough reputation to have power (or be given enough reputation that you have the reputation power). I don't know what the algorithms are and most of them cannot be accessed for us.
