install XAMPP on your machine and get building

It allows you to setup an "offline" web server meaning all your website files will sit locally on your machine. I recommend using WordPress to start off with and see if you can build it into a test website. Try googling for some wordpress tutorials as well!

In order to gain experience, I suggest you look for people who doesn't have the budget to hire a web developer to create them a website. In return for your service you can ask for referrals if they know someone looking for a web developer. This will help you build your portfolio at the same time your network. Once you're skilled enough in web development, there are lots of legit sites where you can look for freelance jobs. There are job boards (monster.com, indeed.com), social media (twitter, facebook), freelancing sites (staff.com, elance.com) and etc. All you need is dedication and patience in order to succeed.

You need to post more details! What kind of experience do you have? Are you looking to build websites for clients or something else? If you're looking to build websites and have very little experience; there are a lot of resources out there to learn the basics of HTML, CSS and JavaScript. Once you have a rough understanding of how a web page is built (shouldn't take you more than a few days, often less, to get a preliminary understanding) - start building something! Just make a really simple web page and keep slowly trying to improve it.

Don't try and take in a ton of information before giving it a go because you will easily become overwhelmed. Just keep building things along the way.
