What's the best way to set up a website for mobile?

Could anyone tell me how best to develop a website for mobile?
    • I want the website to display both on a desktop and a mobile phone
    • Have been researching using % for widths but it seems this isn't the best way. Is there a way where I can write several .css files and link these the the html (one for desktop & one for mobile)?
    • Or does anyone have a good tutorial or template I can start with?

    Many thanks.

you would probably have to target the user agent of the person coming to your site. PHP can do this for you using 'if ()'
